It's almost certainly from a wind generator or similar air moving apparatus. (It's not an aircraft propeller.)

Wind machines were and are commonly used in places like vineyards to move air over plants during cold nights when there is a risk of cold damage to the crops.

(I removed your duplicated posts and also moved the thread into the "modern" propeller category.)
