Whenever I see "restored" in combination with a spinner or other type of faceplate the first step I take is to see what's under the spinner....

I don't think you can date them accurately by serial number, but I've always assumed that they were from the 40s to early 50s.

Nostalgic Reflections is the only supplier that I know of. Have you contacted them? I think they can manufacture decals from photos.
