    That’s a generator propeller (or more accurately, turbine). When aircraft first began to be fitted with electrical equipment it was common practice to use a generator fitted with a small propeller like yours. This would have been mounted in a position where the slipstream would turn the propeller like a windmill, thus driving the generator and avoiding the complication of driving the generator from the engine.
