Default At a complete loss...

This was given to us. Have no clue. Not like anything I've seen before. Any help or advice would be much appreciated. No manufacturer's info available. the prop is just a smidge over 8' at 97" Am attaching photos. Hopefully one of you have seen something like this before. Maybe it's homemade??? Maybe a boat prop???? The latter seems unlikely.

It looks like a wind machine prop, often seen in vineyards and orchards. I have a few pictures that I can try to dig up that show the wooden version but a Google search turns up a lot of the newer metal versions.
