Propeller value

I have a Hartzell Liberty or Starr Piano Co. propeller in very bad
condition. My question on the value, should I leave it as a barn find
as is or try to reglue and clean it up?

It's best to just leave it as it is, with rare exception. A buyer can "clean it up" but they can never undue a restoration attempt.
