Yes, if that was the application it could indicate that the horsepower was intentionally mis-stated.

On the other hand, we've seen a significant number of propellers that were stamped with horsepower numbers that don't correlate with any of the published horsepower ratings for any of those engines.

That probebly why it`s found here in Sweden?

If it was made for that aircraft (a seaplane) it almost certainly would have had metal sheathing.

Good point; I hadnít thought of that.
